Mr. President,
Excellencies
Distinguished guests
Ladies and Gentlemen

On behalf of the delegation of the Republic of Indonesia, please allow me to express our appreciation to the President of the General Assembly, for his leadership on this High Level Meeting. We would also like to thank the Permanent Representatives of United Arab Emirates and Latvia as the Co-Facilitators of the overall review of the outcome documents of the World Summit on the Information Society, for their hard work during the consultation process.
Ten years ago, we declared our commitments to pursue the vision of the Information Society. For such goal to succeed, we must first establish a strong foundation at the national level.
In doing our part, Indonesia has adopted policies and regulations to further strengthen ICT development to support the implementation of the WSIS targets and Action Lines and to enhance the connectivity in rural and urban areas.
At the moment, mobile users' penetration rate in Indonesia has reached 150% of the total Indonesian population, or about 350 million subscriptions. The number of internet has reached 88.1 million, while the number of broadband users has reached 48 million. Broadband growth is expected to hit 30% this year and 70% by 2025. To accelerate the development of broadband across the archipelago, recently the government has formulated our National Broadband Plan as well as preparing roadmap of e-commerce.

Mr. President,
With the rapid growth of technology that remains ahead of the policy, we are facing challenges to respond better to the emerging ICT issues. Collective efforts, therefore, have to be our greatest modality. In this regard, there are three emerging challenges in ICT that I want to emphasize.
One, I believe that our ultimate aim is clear. We have to bridge the digital divide, by enhancing the capacity of the developing world in utilizing ICT, as a solution as well as a tool for development.We believe that capacity building, technology transfer and Intellectual Property's flexibility will be the key factors to achieving this aim.
In this regard, WSIS should continue to facilitate multi-stakeholder engagement and to enhance efforts in narrowing the gap between the haves and the have-nots in the context of access to the ICT.
Two, Indonesia is of the view that in order to pursue and sustain a safe, secure, reliable, and tolerant utilization of ICT for development, the international community should continue to promote the importance of ethics for the information society, including through the establishment of the Code of Cyber Ethics.
We are confident that by doing so, we can realize its potentials and at the same time transform the challenges in building a robust ICT infrastructure and development-oriented information society into opportunities, which can contribute to common progress.
Three, the implementation of the outcome document of WSIS overall review should strengthen the role of ICT in the achievement of the Sustainable Development Goals (SDGs), as established by the 2030 Agenda for Sustainable Development, and the fulfillment of its means of implementation, as also mentioned in the Addis Ababa Action Agenda.
The future of WSIS should also contribute positively to the achievement of the ITU Connect Agenda 2020.

Mr. President,
Underlining the importance of internet governance framework in addressing the emerging challenges of ICT development, we welcome the extension of the Internet Governance Forum mandate.
The IGF should strengthen its engagement with all relevant stakeholders and provide concrete solutions to improve the existing internet governance mechanism, such as the ongoing process of stewardship transition of the IANA functions to the multi-stakeholder community.
In this regard, Indonesia continues to support multilateral and multi-stakeholder approaches in the internet governance that engages governments, private businesses, civil society, and all relevant stakeholders to take part and contribute in the discussions.

Mr. President,
Through WSIS, we should continue our collaboration with all stakeholders inworking towards a people-centered, inclusive, transparent, equal and beneficial ICT for all mankind.
Allow me to conclude by underlining Indonesia's supportin strengthening and nurturing global information society that contributes to mutual progress, security and prosperity.
